DSO Entity is an organisation with an official mandate to work on the development of electricity network codes, as provided by the Electricity Market Regulation (2019/943/EU).

DSO Entity represents nearly 800 electricity Distribution System Operators (DSOs) members regardless of their size, connecting over 250 million customers in 27 EU Member States. We unite DSOs to deliver a just transition to a CO2-neutral energy system, ensuring security of supply with future-proof network codes and enhanced collaboration between TSOs and DSOs.

DSO Entity is committed to ensuring balanced representation of electricity DSOs in the European Union. It also commits to being transparent in all its work and providing a platform where members can contribute to drafting network codes, provide neutral expertise and share knowledge.

As mandated by the Decarbonised Gas Regulation (2024/1789/EU), DSO Entity is currently in the process of integrating gas and hydrogen DSOs (expected to occur mid-2026).
